The building was completed in 1997 being the most sustainable office building in the Netherlands at that time. Rudy Uytenhaak, the original architect, designed the building specifically for the national government. The key signature of the building are its four large light courts. The disadvantage of the light courts are the inefficient floorplans which made it a challenge to make it useable as a multi-tenant office building. The other challenge was the entrance, which was not situated on the square next to the building, but towards a busy road next to the building. The design of Studio Kabbes together with the interior design of atelier Floor, gave the building a new entrance towards the square, by extending the building with a new glass façade. The space that was created with the extension is designed as new communal area for the co-working space with a reception, a bar and a public restaurant. By designing the office units of the co-working space around the light courts the architect made the floorplan much more efficient and user friendly.
